Auditing Encampments Outreach: Human-Centered Issues in Public Discourse

Some performance audit topics have high public visibility. Some have crucial implications for the most vulnerable people. Some have both. In auditing the City's outreach to encampments of people experiencing homelessness, the City of Chicago Office of Inspector General had to confront an enormously sensitive topic, not least for the people with this lived experience. At the same time, this presented an opportunity to improve the public's understanding of homelessness and support more informed policy decision-making. This led the team to develop an audit methodology that went beyond counting dollars and people, and into Chicago's on-the-ground efforts to support, house, and safeguard the rights of encampment residents. The City of Chicago OIG will discuss its audit approach and lessons learned.

Critical Incident Response Perspective: George Floyd Investigation

A discussion on the challenges and rewards of the multi-agency investigation into the death of George Floyd. This presentation will focus on the response and management of an investigation into a globally monitored crime and discuss how some lessons learned may apply to critical incident and investigative response readiness of participating agencies.

  • Learning objectives: Learn about the multi-agency investigation into the death of George Floyd; Understand the FBI's Civil Rights Program and the crimes investigated; Effectively plan for intra-agency cooperation in response to critical incidents; Determine the investigative response readiness of participating agencies
