An Overview of Housing Benefits Fraud Investigations with the Chicago Housing Authority OIG

This presentation will provide an introduction to federally funded Housing Choice Voucher and public housing programs and the work of the Chicago Housing Authority OIG investigating public housing fraud schemes. OIG investigators will present examples of both criminal and administrative investigations, including the investigative techniques, challenges, and common prosecutorial outcomes for these financial crimes. Presenters will also discuss the CHA OIG's proactive data analytics projects used to identify fraudsters and make recommendations for program improvements.

Private Sector Workplace Investigations Best Practices

This presentation will outline best practices for workplace investigations of harassment, sexual harassment, and discrimination conducted in the private sector. Ms. Ablin will also discuss trends of misconduct, obstacles in investigations such as corroboration of evidence and credibility, and outline relevant Illinois and federal law.

Ensuring Program Integrity in Home-Based Medicaid Services with the Illinois Department of Healthcare and Family Services OIG

In this presentation, the Office of Inspector General for the Illinois Department of Healthcare and Family Services will discuss its oversight of home-based Medicaid services, which allow the elderly and people with disabilities to receive care at home instead of through long-term care facilities. HFS OIG will provide an overview of the Home Services Program and common fraud schemes encountered. HFS OIG's Bureau of Investigations will next discuss recent criminal investigations and prosecutions related to these services. The Office's legal section will then discuss available administrative sanctions and proceedings, using the results of a novel investigation as an illustration.
